Janadesh 2007 is an ultimatum to the Government to resolve the land issue or face non-violent direct action. The assembly called for Do or Die. The members of the assembly also took the pledge undertake foot march to the Delhi for demanding land rights. If their demands were not met by October 2007, 25000 landless, deprived peoples would undertake foot march to Delhi.
 
 
What Need to be Done

  • Acquire land for redistribution to the poor and dispossessed people.
  • Housing for the poor should be the first priority of non-agricultural land use.
  • Net potential loss of livelihood resources should be accessed thoroughly and seriously before industrial and development projects are sanctioned.
  • Eminent domain of the State should mean using/utilising  land for creating equity & justice in the society.
  • Eminent domain of the State not withstanding, control and utilisation authority should vest with the panchyats.
  • Land Ceiling should be reduced and minimum holding should established.

  • Any land used for food production provides economic security and the government system should guarantee timely necessary inputs.
  • Land to industry and other projects should be rationalised according to the requirement and not according to the demand of others.
  • Unused land should be taken back in a time bound manner
    Urban poverty and growth of slums can be arrested only through land based village reconstruction programmes.
  • Identify problems faced by farmers and farm labourers and create structures to deal with the problems.
  • The differences between forest & revenue department, tenancy registration, instances of forceful occupation by the powerful, delay in the judicial process are leading to social and political violence and need to be addressed urgently.
  • This may be done through setting up institutions like the National and State Land Authority and operate Fast Track Courts and Single Window System under its authority.
  • Establish committees to study various problems related to displacement, evictions and land grabbing.
  • Suggest ways and means to achieve equity in the society through proper land distribution and re-distribution and also suggest methods to bring down the Land Ceiling limit (in agricultural land) without creating social tension & conflicts.
  • Educate and persuade family and individuals with other sources of income to give away land to the landless poor through a process of negotiations (LAFTI experience of Nagpattnam in Tamil Nadu).
  • Raise enough resources with the help of Planning Commission to promote this programme in a campaign mode.
